Measure Twice, Cut Once: Preparing to Release an FMS RFP

2017 Self-Direction Conference Breakout Session: Each self-direction program in the United States imposes unique requirements for the Financial Management Services (FMS) entity or entities serving it. Equally, FMS provider duties are almost always more complex and multifaceted than “just payroll.” Therefore, taking time to clearly define the FMS role prior to developing a Request for Proposal (RFP) is critical to ensure that both responders and funders share a mutual understanding of the role for which the responder is bidding. This session will examine the most important components of good RFP from the perspective of both the state and the potential FMS provider. Guidance developed with input from our NRCPDS 2015 FMS Conference and a committee of FMS and other stakeholders, “Preparing to Develop a Request for a Financial Management Services RFP in Self Direction Programs” will be released in conjunction with this session.
