2017 Self-Direction Conference Breakout Session: Ms. Barkoff  discussed recent federal policies that have created momentum to change systems to better provide people with disabilities opportunities for real community inclusion – integrated community housing, opportunities for real work, and meaningful social relationships. She described states' implementation of these federal policies, including the Home and Community-Based Services (HCBS) Settings Rule. In addition, she gave an overview of healthcare and Medicaid reforms being proposed by Congress and the Administration and describe potential impacts for people with disabilities, their families and providers.
