You Can Do THAT? Making the Most of Budget Authority

2019 Self-Direction Conference Breakout Sessions: Medicaid and flexibility? Seems like these terms don’t go together, but this session focuses on what you can and can’t do with Medicaid funds using the home and community-based services funding authorities. In particular the presentation focuses on the 1915(c) Home and community-based services waiver and the 1915(i) State plan home and community-based services authorities. And while these programs are flexible without using budget authority, self-directed services open up the opportunity to use the Individual Directed Goods and Services (IDGS) option. IDGS permits payment for services, supports or, well, just things people need to live their lives, to maintain or gain skills and to become more independent and self-sufficient. The presentation looks at how states have used this option.
