Person-Centered Practices and Invoicing Strategies for VDC

During this session, the US Department of Veterans Affairs (VA) will describe effective person-centered practices for Veteran-Directed Care (VDC) including the development of spending plans, monthly service reports, and monitoring expectations. The session will describe how these practices are critical to successful VDC billing and invoicing requirements. Attendees will also receive critical reminders and guidance for VDC billing and invoicing processes. This session is designed for current VDC program staff and partners.

Dan SchoepsDaniel Schoeps is the Director, Purchased Long-Term Care Policy Group in the Office of Geriatrics & Extended Care, U.S. Department of Veterans Affairs.  He is the National Program Officer for all long-term care services purchased by VA, including the Veteran Directed Care (VDC) Program.  He was the senior staffer and principal writer of “VA Long-Term Care at the Crossroads”, a blueprint for VA’s expansion of home and community-based services. Mr. Schoeps was awarded the Hubert H. Humphrey Award for Service to America by the Secretary for Health and Human Services, and the Federal Public Service Award by the National PACE Association.


Pat BradyPat Brady is a Managing Consultant and joined the Lewin Group in 2011. Prior to the Lewin Group, Pat worked for the Veterans Health Administration (VHA) for eight years. Over his career, Pat has worked to improve the delivery and access of long-term services and supports to Veterans and caregivers with a focus on home and community-based services. Since 2008, Pat has supported both VHA and the Administration for Community Living (ACL) with growing and improving VDC.
