Individual budgets are a key component of self-directed services, and assessment-informed budgets are used in the majority of states to allocate waiver funding for Home and Community-Based Services. The Human Services Research Institute (HSRI) recently published “Making Self-Direction a Reality: Using Individual Budgets to Promote Choice, Control, and Equity.” The whitepaper discusses the importance of assessments in developing individual budgets, as well as level-based and individually tailored approaches to allocating resources.
