Jo Comerford, invited Al Norman to testify on legislation she filed to allow spouses to be paid caregivers. Norman wrote the first he first version of this “spouse as caregiver” bill in 2013, and has lobbied for its passage ever since. The Senate passed the bill twice, but it died in the House.
